Ground screw pile cost is not a single product price. For an international project, the comparable number is the cost of a defined foundation package at an agreed delivery point: pile geometry and quantity, heads and connections, engineering, coating, testing, documentation, packing, freight, site installation and risk allowances. Two quotations can show the same pile count and still cover different load cases, ground assumptions, acceptance evidence or logistics. Normalize the technical basis first, then compare exclusions and uncertainty. This guide gives EPC and procurement teams a quote-normalization matrix and a readiness gate. It does not provide universal unit prices, installation rates or capacity values; those depend on project data, local work and the agreed contract.

Compare a foundation package, not a screw price

An online pile price, a factory supply quotation and a total installed foundation price answer different questions. A component price may cover only one steel element. A supply quotation may add heads, extensions, coating, inspection and packing. An installed package may also include survey, equipment, labor, trial installation, testing, obstruction response and completion records.

Start by giving every quotation the same comparison boundary.

The decision is not “Which pile is cheapest?” It is “Which compliant scope has the lowest credible cost and the clearest remaining risk?” The East Baoyu screw pile page treats catalog geometry as an input rather than an approved pile schedule. Apply the same discipline to price.

Lock the design basis before asking for price

A supplier cannot responsibly price a final configuration from pile count alone. The quotation basis should identify the supported structure, design stage, reactions or load cases, serviceability criteria, ground information, corrosion exposure, head interface, working access, verification plan and responsibility split.

The sequence matters. The U.S. Federal Highway Administration's pile-design flow starts with subsurface conditions and geometric constraints, then loads, pile type and size, structural and geotechnical resistance, layout and head behavior. Although that flow is written for its own transportation context, it illustrates why geometry and quantity cannot be separated from loads and ground conditions in a comparable quote (FHWA pile foundation design flowchart).

For helical pile systems evaluated in the ICC-ES context, AC358 distinguishes system components and requires product descriptions, material specifications, drawings, installation instructions, identification and design information. It is an evaluation criterion, not a universal project specification, but it shows why “one pile” is not a complete technical scope (ICC-ES AC358).

If the design basis is preliminary, label it accordingly. A budget quotation can use declared assumptions and optional configurations. It should not be presented as a fixed final price.

Separate the cost stack into controlled scopes

The following matrix is an original East Baoyu procurement tool. Use one row per bidder, then mark every cell as included, excluded, provisional, optional or buyer-supplied. Add the document or drawing that defines each included item.

Do not insert a zero where scope is unknown. Use Pending and assign an owner and closure date. A visible unknown is safer than an apparently low total built on missing work.

Normalize quantities and configuration

Pile quantity is an output of layout and design, not a reliable standalone pricing input. A lower pile count can be accompanied by different pile geometry, loads per support, head details, testing intensity, equipment needs or consequences if one location cannot be installed. A higher count can reflect a different structural grid or a deliberately conservative preliminary basis.

Compare at least these quantities:

  • number of lead sections by configuration;
  • extension lengths and coupling counts;
  • head, bracket, adapter and fastener quantities;
  • spare or contingency items and their release rules;
  • steel mass and coating area where these control supply and processing;
  • package count, gross mass and transport dimensions;
  • number and type of trial, proof, production or investigation activities;
  • mobilizations, work fronts and planned installation shifts where site scope is included.

The comparison should also identify revision status. One bidder may price an early layout while another prices a later foundation schedule. Freeze the comparison revision or reconcile the change before ranking the offers.

Price uncertainty instead of hiding it

International foundation quotes often differ because bidders treat uncertainty differently. One bidder excludes obstruction response. Another carries a provisional allowance. A third assumes unrestricted access and no predrilling. The lowest base price may therefore carry the largest buyer-side exposure.

Create an uncertainty register beside the commercial comparison.

Testing deserves particular care. ASTM D1143/D1143M-26 states that static compression test results depend on the tested element and documented conditions; applying results to other elements requires attention to subsurface conditions, geometry and installation method (ASTM D1143/D1143M-26). ASTM D3689/D3689M-25 similarly covers static axial tensile testing and leaves project-specific procedures and interpretation to the responsible foundation engineer (ASTM D3689/D3689M-25). A quote that says “testing included” is therefore incomplete without scope, configuration, procedure, interpretation and acceptance.

Compare delivery terms and export scope

The same factory package can produce different landed costs because the delivery point and responsibility split differ. Record the full Incoterms® 2020 rule and the precise named place or port; do not compare abbreviations alone. ICC explains that the named point affects delivery, risk and allocation of costs, and that the rules do not replace the other contracts surrounding carriage, insurance or payment (ICC guidance on Incoterms® 2020).

For each offer, reconcile:

  • export packing and corrosion protection during storage and transit;
  • loading at origin and unloading at destination;
  • origin haulage, terminal handling and main carriage;
  • insurance scope and declared value;
  • export and import clearance responsibilities;
  • duties, taxes and destination charges;
  • inland delivery, storage and double handling;
  • document, inspection or legalization requirements;
  • validity period and the mechanism for freight or currency changes.

Freight cannot be checked from net steel mass alone. The U.S. International Trade Administration notes that an export packing list may include package type, package count, net and gross mass, package marks and dimensions—information that also lets a forwarder test the logistics basis (Trade.gov common export documents). Ask for preliminary package data at quotation and final controlled data before shipment. The East Baoyu export-packing guide provides a related handover framework.

Use a quote-readiness gate before award

Do not award from the total-price column until the technical and commercial baselines are aligned. The gate below keeps an early budget comparison useful without confusing it with a final procurement decision.

A quote is ready for comparison when each bidder has priced the same issued basis or clearly identified every departure; quantities reconcile to a controlled configuration; test and document obligations are measurable; packaging and delivery boundaries are defined; site responsibilities and exceptions have owners; and the validity and change mechanism are visible.

The decision boundary is simple: use budget prices to compare routes, but use a normalized and reviewed scope to select a supplier. A low component price cannot establish the cost of an accepted foundation. Before award, the project’s qualified designers and commercial team must confirm the pile configuration, verification basis, responsibility matrix and contract terms. If those inputs are not ready, preserve the uncertainty as options or provisional items instead of converting it into a false fixed price.
