A structural steel welding package can contain approved drawings, a WPS folder and current welder records yet still be unready for production. The missing proof is often coverage: do those documents, people, materials and controls apply to every joint that the shop is about to make? This guide treats welding readiness as a production-release decision. It shows how to divide the work into joint families, connect each family to applicable evidence, control changes and issue a release, conditional release or hold. It does not select welding parameters, replace the project specification or approve a structural connection.

Define the Welding Production Scope Before Checking Documents

Begin with the production scope, not the document index. “Welding package approved” is too broad to control work because one project may contain shop and site welds, manual and mechanized operations, permanent and temporary attachments, primary members and secondary details, or new work and repairs. Their requirements and evidence routes may differ.

Create a scope card that identifies the contract package, fabrication location, drawing and specification revisions, member or assembly range, planned start window and the accountable welding-coordination authority. Then divide the work into joint families. A useful family groups joints that can be reviewed through the same design requirement, material combination, joint configuration, welding route, production condition and inspection route. The grouping must be justified against the adopted contract and standard; a family is not merely “all fillet welds” or “all carbon steel.”

This article uses a Welding Production Readiness Dossier (WPRD) as the controlled object. It is a review file that connects project inputs to a production decision. It is not a certificate, a substitute WPS, an Inspection and Test Plan (ITP), or evidence that a completed weld is acceptable.

Set the decision boundary in writing:

  • Release: the named joint family has an applicable, approved and available production route.
  • Conditional release: only bounded non-critical actions may proceed under a named condition, owner and expiry; the unresolved item cannot affect welding validity or acceptance.
  • Hold: welding for that family cannot begin or resume until the blocking evidence is closed.

The production decision should be narrower than the purchase order and more precise than the workshop schedule. Releasing one family must not silently release adjacent joints, later drawing revisions or a different work location.

Build the Joint-Family and Requirement Baseline

Coverage cannot be demonstrated until the technical baseline is frozen. Start with the contract, issued-for-fabrication drawings, connection details, weld symbols and schedules, material list, approved deviations, and the governing code or standard with its specified edition. Record any execution category, quality level, inspection extent, acceptance criteria and client approval route only when the project documents actually define them.

The steel fabrication drawing approval workflow should close design comments and revision status before its outputs enter the WPRD. The broader steel structures page remains the parent route for structural scope; this article controls only welding-production readiness.

Do not make the WPS number the first column of the review. Make the joint family the first column, then trace outward to the governing requirement and inward to the production controls.

This Welding Readiness Coverage Matrix is a navigation layer, not a second set of engineering requirements. Its entries should point to controlled records rather than paraphrasing licensed standards or copying parameters into another uncontrolled table.

Prove Procedure and Personnel Applicability

A document title does not prove applicability. The review must connect the actual joint family to the adopted qualification route, the shop instruction and the people who will perform the work.

ISO 15614-1:2017 describes qualification of a preliminary welding procedure by welding procedure tests and defines a range of qualification for the welding procedures within its scope. That public description supports one core control principle: qualification evidence has boundaries. It does not authorize a reviewer to invent those boundaries, ignore amendments, or assume that every contract uses that route. Some project codes permit other paths, including defined prequalified procedures; the contract and adopted standard decide.

ISO 9606-1:2012 addresses qualification testing of welders for fusion welding of steels and distinguishes its manual or partly mechanized scope from fully mechanized and automated processes. Therefore, “welder certificate available” is not a complete review result. The record must be checked for the assigned role, process and the other applicability conditions required by the adopted rules. Operator qualifications, continuity or validity evidence and employer authorization should be treated according to the project route, not collapsed into one generic personnel status.

ISO 14731:2019 identifies welding-quality tasks and responsibilities within welding coordination and ties allocated tasks to competent personnel. The WPRD should therefore name who may approve the mapping, who may stop work, who controls changes and who closes a hold. A coordinator’s name without delegated authority and defined tasks is only a contact field.

The chain must be reviewed in both directions. From the joint, ask which instruction and evidence apply. From each WPS or personnel record, ask exactly which planned joints it is being used to release. This bidirectional check exposes orphan joints and overextended qualifications.

Keep the WPS available at the point of use in a controlled language and revision. A technically valid master document is ineffective if the workstation uses a superseded print, a translated extract with lost meaning, or an undocumented parameter sheet.

Ready Consumables, Equipment and Work Conditions

Procedure coverage is necessary, but production also needs a reproducible operating environment. ISO 3834-2:2021 defines comprehensive quality requirements for fusion welding of metallic materials in workshops and at field installation sites. Its public scope supports a system view across production conditions; it does not provide project-specific values or make ISO 3834-2 automatically contractual.

For consumables, record the approved specification or classification route, purchasing evidence, identification, batch or lot traceability where required, storage and conditioning controls, issue/return method, and the person allowed to resolve substitutions. The readiness review should verify consistency with the applicable WPS and project requirements. It should not publish a universal filler selection.

For equipment, confirm that the planned welding, preparation, handling, monitoring and thermal-control equipment can execute and record the approved route. Identify verification, calibration or maintenance status only where required by the quality system or project documents. A sticker alone is insufficient when the equipment identity, range, function or next action cannot be connected to the operation.

For the work condition, review joint preparation, cleanliness, alignment and fit-up, access, backing or temporary attachments, tacking route, restraint and sequence interfaces, and any specified preheat, interpass, post-weld heat treatment or environmental controls. Do not convert these categories into generic temperatures, tolerances or weather limits. The applicable WPS, drawing and adopted specification must supply the values and acceptance rules.

Use workstation stop rules. Examples include a material identity mismatch, missing WPS revision, unavailable monitoring device, changed joint detail, unapproved consumable substitution or environmental condition outside the approved route. Each stop rule needs a reporter, an authority to disposition it and a traceable restart decision.

Connect Production Controls to Inspection and Repair

The WPRD asks whether production can start. The ITP defines where inspection, witness, review and hold activities occur. The completed weld record proves what happened. These are connected controls, not interchangeable documents.

Map every joint family to the relevant steps in the Steel Fabrication ITP. Record the source of acceptance criteria, required inspection method and extent, inspector or examiner competence route, equipment status, notice and witness requirements, record form and release authority. Do not assume that more nondestructive testing compensates for an uncontrolled welding process; inspection samples or evaluates output, while production control governs how the joint is made.

Repair needs its own closed loop. Define who can identify and record an indication or nonconformity, who evaluates it, whether the repair route is already covered, which instruction applies, how material removal and rewelding remain traceable, what repeat inspection is required, and who closes the record. A generic statement to “repair and re-test” can conceal a second welding operation that falls outside the original procedure or personnel coverage.

Maintain a weld map or equivalent traceability mechanism that connects the joint identifier to its drawing revision, material identity, WPS, welder or operator, production date or lot, inspection records, nonconformities, repairs and final status as required by the project. The inspection interface is ready when a reviewer can answer three questions without reconstructing the project from email:

  1. What must be checked before, during and after welding for this family?
  2. Which controlled requirement defines acceptance and who has authority to apply it?
  3. Which record blocks or releases the next operation?

Control Changes Without Breaking Qualification Coverage

Welding readiness is revision-sensitive. A release can become invalid when a drawing, material, joint, process, personnel assignment, production location, inspection requirement or repair route changes. The project must determine which changes affect qualification, engineering approval, inspection or commercial scope; not every change has the same consequence.

This Production Change Impact Register should include the change identifier, affected families, current production state, physical segregation or containment, documents reopened, decision owner, due date and restart reference. A revised document should never overwrite the evidence that justified the earlier release; preserve the change history.

Avoid universal lists of “essential variables” in the WPRD. Their definition and consequences belong to the adopted standard and qualification route. The register only ensures that a potentially relevant change reaches the competent reviewer before work continues.

Where EN 1090 steel fabrication is contractually invoked, route execution-class, welding-coordination, documentation and declaration questions to that project-specific order review. Do not infer EN 1090 applicability from destination, product appearance or a request for “CE documents.”

Release Welding by Joint Family, Not by Folder

The final review should produce a status for each joint family, not one green mark for the project. A concise Welding Release Gate makes the decision auditable.

A conditional release must never be used to disguise unknown qualification coverage, unresolved design approval, missing acceptance criteria or unavailable production control. Conditions should be bounded, verifiable and incapable of prejudicing the final welding decision. When that test is not met, use a hold.

Issue the release with a dossier revision, joint-family list, applicable drawing and WPS revisions, personnel assignment status, open conditions, exclusions, approval date and supersession rule. Make the status visible to production and quality teams. If the scope cannot be physically or digitally separated, the safe decision is to hold the broader batch until segregation is effective.

The WPRD is complete when another competent reviewer can reproduce why a specific family was released using controlled evidence. It does not guarantee weld quality, certify personnel, approve design or replace inspection. It makes the production-start decision explicit and reversible when inputs change.
