Read the Editorial PolicyA material test certificate is not accepted because the grade, heat number, chemistry table and signature look familiar. A buyer must first recover the exact order requirement, identify the product and test unit covered, connect the document to the received material, and then compare each reported result with the correct product standard, edition, sampling basis, test condition and acceptance rule. This guide begins after the certificate type has been specified and before material is released to fabrication. It provides no material acceptance value, fraud verdict or substitute for the licensed standards and project authority. The immediate output is a review record that says accepted, clarify, hold, quarantine or route for authorized disposition—and why.
Recover the Acceptance Basis Before Reading the Numbers
The number on a certificate has no independent pass/fail meaning. Its requirement may come from the purchase order, material or product standard, project specification, approved drawing, supplementary test clause, regulatory route, or an authorized deviation. Those sources can define different product forms, thickness ranges, delivery conditions, test units, specimen locations, temperatures and result limits.
ISO 10474:2013 defines types of inspection documents supplied for steel products according to order requirements. ISO 404:2013 provides general technical delivery requirements for steel products and states in its public abstract that the agreed order or applicable product/material-standard requirements prevail when they differ from its general provisions. ISO also lists a 2022 amendment to ISO 404. These official scope pages support a control principle; they do not provide the project’s acceptance limits.
Create a requirement stack before opening the results table.

Do not resolve a conflict by choosing the most convenient limit or the newest edition found online. Record the conflict and ask the authority named by the contract to establish the applicable basis. The certificate reviewer applies that basis; the reviewer does not silently rewrite it.
Define Exactly What the Certificate Covers
Before judging values, define the certificate’s evidence boundary. The label “MTC,” “MTR,” “mill certificate” or “test certificate” is not enough. Identify the issuing manufacturer or organization, document type and standard, certificate number and revision, order references, product description, grade, dimensions, delivery condition, heat/cast/lot or other test-unit identifier, quantity, test location where required, and validation route.
Then connect those fields to the received material. Reconcile product form, size, quantity and any controlled transfer route, not only the heat number. For split or intermediary stock, retain the original manufacturer’s document and the approved delivery mapping. The later fabrication chain belongs in the material traceability guide; this article only establishes the received population under review.
Separate four identities:
- order identity: what the buyer required;
- product identity: what material and dimensions were delivered;
- test-unit identity: what population the reported result represents under the applicable rules; and
- document identity: which issuer, number, revision and validation route carry the evidence.
If one of these cannot be mapped, do not extrapolate from a similar certificate or adjacent bundle. Restrict the affected material under the project’s receiving procedure and request the missing link. A certificate can be internally plausible yet irrelevant to the steel in front of the reviewer.
Build a Requirement-to-Result Crosswalk
A line-by-line crosswalk prevents the certificate layout from controlling the review. Certificate templates vary, while the order’s requirements remain the acceptance basis.

Keep the original reported result and the governing requirement in separate fields. If a reviewer converts a unit, calculates a derived value or interprets a designation, record the formula/source, inputs, reviewer and result without overwriting the certificate. A spreadsheet showing “PASS” without those fields is not an auditable comparison.
Use not applicable only when the governing basis confirms that the test or property does not apply. A blank field is not proof of non-applicability. Likewise, a manufacturer’s general conformity statement does not close a project-specific supplementary requirement that should have its own result or authorized disposition.
Review Chemical Results as Sampled Evidence
Chemical composition review starts with the ordered grade and applicable product/material standard, not with a remembered element table. Confirm the standard edition, product form, delivery condition and any order-specific limits or required analysis route. Then identify what the reported values represent and how the sample was obtained under the applicable standard.
ISO 14284:2022 specifies methods for sampling and preparing samples used to determine the chemical composition of pig iron, cast iron and steel, covering liquid and solid metal. Its scope is a useful reminder that a composition result depends on a sampling and preparation route. The certificate, product standard or supporting report must establish the route required for the actual order.
For each reported element:
- map the symbol and value to the exact requirement source;
- preserve the reported unit or mass-fraction basis and any stated rounding;
- identify the heat, lot or product-analysis basis required by the order;
- check whether every required element is reported, including supplementary restrictions;
- record whether a maximum, minimum or range applies under the relevant product conditions; and
- treat any derived formula, such as a project-required weldability index, as a separate controlled calculation using the specified formula and required elements.
Do not invent a missing element, treat “balance” as a measured result, or assume that one analysis route can replace another. Do not reject a value merely because it appears close to a limit; apply the rounding, tolerance and evaluation rules of the adopted basis. Conversely, do not accept a value because it resembles a typical grade. The reviewer needs a traceable requirement/result comparison, not a plausibility impression.
If a certificate shows multiple chemistry tables, identify which heat, sample or analysis each covers. If the mapping cannot be established, request clarification or the underlying report under the contract route.
Put Mechanical Results Back into Specimen Context
Yield or proof strength, tensile strength, elongation, impact energy, hardness and other mechanical results are meaningful only with their test and specimen context. The same label can be governed by different definitions, specimen geometries, locations, orientations, temperatures, product dimensions or delivery conditions.
ISO 377:2017, with its published 2025 amendment, addresses the identification, location and preparation of samples and test pieces for mechanical testing of specified steel product forms. Its public scope again gives priority to order or product-standard requirements when they differ. ISO 6892-1:2019 specifies tensile testing of metallic materials at room temperature and the mechanical properties determined by that method.
Use a Result Context Card for every required mechanical property:

Where impact testing is required, temperature, specimen type, orientation, size, location, individual/average treatment and retest rules can affect evaluation. ISO 148-1:2016 remains the published Charpy pendulum impact test method on ISO’s current page, but ISO also shows a replacement draft in development. Record the contractually adopted edition and do not switch to a draft or later method without authorization.
Do not compare a result with a generic internet table. Do not infer suitability for welding, low-temperature service, fatigue, forming or another application from one passing property. Those decisions require the full design/material basis and appointed technical authority.
Treat Anomalies as Questions, Not Fraud Verdicts
A certificate review should detect evidence problems without pretending that appearance proves their cause. Missing pages, inconsistent document numbers, overwritten text, contradictory standards, duplicate heat mappings, unexplained repeated results, incompatible units, a validation route that does not match the order, or a result table detached from its population all justify investigation. None alone proves fraud.
Use an anomaly triage record:

Do not edit a source certificate to make it internally consistent. Preserve the received file, metadata and transmittal; issue a separate review note. If authenticity matters, use the issuer’s controlled verification route or the independent verification required by the contract. A QR code, stamp or digital signature may be useful, but its presence alone does not establish the document’s scope or acceptance.
Issue a Narrow Material Disposition
The review closes with a defined material population and a named purpose. “MTC checked” is too broad. State the order line, product, dimensions, heat/lot/test unit, quantity, certificate number/revision, requirement sources, exceptions and the authority making the disposition.
Use status words defined by the project quality procedure. A practical routing set can include:
- accepted for the named receipt purpose: required certificate evidence reconciles for the specified population; downstream release still depends on other required controls;
- clarification required: a bounded document or interpretation question remains, and the material status follows the project rule while it is answered;
- held or quarantined: the identity, requirement, result, authenticity or authority gap could affect use, so fabrication cannot rely on the material;
- accepted with authorized concession: a documented authority approves a defined deviation for a named population and use, with conditions preserved; or
- rejected/returned: only the contractually authorized function applies this disposition and records the affected population and basis.
An accepted material test certificate does not approve a substitution, welding procedure, fabricated assembly, NDT result, coating, packing or final manufacturing record. Link the disposition into the ITP and material register, then preserve the identity through fabrication.
