Read the Editorial PolicyA solar mounting system for a tile roof should not be selected from the visible tile profile alone. Before comparing roof hooks, replacement tiles, rails or another attachment route, identify the complete roof assembly, supporting members, tile condition, water-shedding details and permitted disturbance. The practical decision is whether the roof can proceed to mounting design, needs targeted opening-up, or should be held for repair or redesign. This guide provides a survey-to-first-point workflow for that decision. It does not approve an attachment, replace structural calculations, roofing instructions, local code or the site safety plan. Use the final Tile-Roof Mounting Basis to give the roofer, structural professional, installer and mounting supplier one controlled starting point.
Start with a Three-Way Roof Disposition
Do not begin by asking which hook fits the photograph. Begin by assigning the roof area one of three dispositions. The disposition determines what work is permitted next and prevents an early hardware preference from becoming an unreviewed design assumption.

The U.S. Department of Energy’s current photovoltaic lifecycle guidance tells federal project teams to evaluate rooftop suitability through compatibility, structural strength, age and wind exposure. Those factors are useful as an early screen outside the United States, but they are not a project approval. The responsible local professionals still decide what evidence and calculations are required (DOE).
Use a short decision tree to control the transition from survey to repeat work:
Record the owner and date for every branch. “Site verified” is too vague if the record does not say what was inspected, what remained concealed and who accepted the result.
Identify the Assembly Behind the Tile Profile
Terms such as flat tile, S-tile, barrel tile, clay tile and concrete tile describe only part of the interface. Two roofs with a similar visible profile can have different tile fastening, battens, counter-battens, underlayment, sheathing, framing, ventilation and repair conditions. These differences affect how tiles can be lifted or replaced, where a connection may land and which party can approve the water-shedding detail.
The Tile Roofing Industry Alliance’s March 2024 concrete and clay tile manual, revised in the published file in May 2025, distinguishes low/flat, medium and high profiles and treats decking, underlayment, battens, flashings and tile fastening as parts of the roof system. The manual is a North American reference for concrete and clay tiles. Use the roof manufacturer’s current instructions, adopted code and local professional judgment for the actual project (TRIA manual).
Build the survey as a layer record rather than a photo folder. Include:
- a marked plan with slope, eaves, ridges, hips, valleys, walls, penetrations and usable access points;
- tile manufacturer and product when known, material, profile, dimensions, fastening method, age, visible condition and representative underside markings;
- matching replacement stock, current product availability, an accepted substitute or the required repair decision;
- underlayment type and condition where verified, flashing interfaces, battens or counter-battens, ventilation path and repair history;
- deck material and thickness where verified, framing type, direction, spacing, condition and accessible connection locations;
- fragile or loose tiles, previous repairs, corrosion, moisture evidence, blocked paths, nearby services and warranty conditions.
Separate observed facts from inferred values. A framing layout taken from an old drawing should be labelled as a document input until field checks confirm that the relevant roof area matches it. A tile identified only by appearance should remain provisional until markings, records or the responsible roofer establish the product or an acceptable equivalent.
The survey also needs variation boundaries. One roof plane may have an original assembly, an extension, a repaired valley and a reroofed area. Give each materially different area a zone ID. Do not use one representative opening to describe zones with different construction or repair history.
Locate an Approvable Structural Connection Path
The mounting supplier needs more than a roof type. It needs a defined path from module and rail reactions through the mounting device, its fastener or bonded interface where applicable, the roof layers, and the verified supporting construction. The responsible structural professional must be able to identify the demand at each connection and the element that resists it.
For each proposed attachment family, request these items before approval:
- the exact mounting device, component revisions and permitted module/rail combination;
- the supported attachment substrate and the method used to locate it;
- design reactions or connection demands by roof zone and load combination;
- fastener type, size, embedment or other engagement basis from the approved calculation and instructions;
- edge distances, member condition, access and tolerances that can be achieved in the actual roof;
- the inspection or test route when the existing substrate cannot be confirmed by documents and survey;
- the response when a planned point misses support, finds damaged material or cannot meet the approved detail.
Do not assume that every roof hook must connect in the same way. Some evaluated systems may connect to framing, some may have a defined deck route, and some use a replacement or pedestal detail. The project calculation, product instructions, evaluation report and local approval determine the permitted configuration. Random probing or field substitution is not an acceptable way to close an unknown support path.
For projects using a U.S. certification route, UL Solutions explains that UL 2703 covers mounting devices, clamping/retention devices and ground lugs and can address grounding/bonding and rooftop fire classification. Certification applies to defined functions and combinations. Verify the exact listing, modules, components and installation criteria. A component logo does not establish the capacity of the roof substrate or approve the roofing detail.
The drawing set should map each mounting point to a roof zone and connection detail. If the support cannot be located reliably within the permitted adjustment, change the layout or attachment strategy through design control. Do not transfer the point to a nearby tile and leave the engineering model unchanged.
Treat Every Disturbance as a Roofing Detail
A mount may avoid drilling through the visible tile and still disturb the roof. Installation can require lifting tiles, removing fasteners, trimming or replacing tiles, crossing the underlayment, or adding a flashing component. Record the entire water path and restoration sequence for the selected route.
TRIA’s 2016 technical brief for existing concrete and clay tile roofs states that penetrations or disruptions need appropriate deck/underlayment flashing and tile flashing within its referenced practice, and that accessories should not be attached directly to individual tiles. It also identifies the local building official as the final authority. Treat this as a topic-specific North American reference with an age limitation, then confirm the current manufacturer instructions and project requirements (TRIA flashing brief).
Require the roofing detail to show:
- which tiles are lifted, cut, drilled, replaced or left untouched;
- how the attachment crosses or avoids the water-shedding and secondary protection layers;
- deck/underlayment and tile-level flashing where the adopted detail requires them;
- clearances and contact points that prevent unplanned bearing or restraint against the tile;
- compatible materials, sealants and corrosion interfaces defined by approved sources;
- drainage direction and how debris can be inspected or removed;
- who performs, inspects and accepts the roofing work;
- how a damaged or discontinued tile will be replaced;
- how future roof repair and PV removal/reinstatement responsibilities are allocated.
Avoid labels such as “waterproof hook” or “no-leak mount” unless the exact claim and scope have approved evidence. A mounting device and a roof assembly have separate evidence. The project detail must connect them without erasing either responsibility.
Prove a Representative Mounting Point
After the design and roofing detail are accepted, use a representative first mounting point as a hold point before repetitive installation. The purpose is to compare the recorded roof basis with the actual exposed condition and confirm that the approved work method can be executed without an undocumented change.
One point does not represent every roof automatically. Select a first point for each materially different attachment detail, roof assembly or condition zone defined by the inspection plan. An edge, valley, repair area or extension may need its own disposition or may be excluded entirely.

Do not invent a universal torque, embedment, water test or sampling rate. The approved product instructions, calculations, roofing specification, inspection plan and authority requirements define them. The record should state the actual value or method, its source, instrument where relevant, acceptance result and reviewer.
If the first point fails, preserve the evidence. Record the unexpected condition, affected zone, temporary weather protection, disposition owner and revision needed. The correct response may be a different mount, a revised support location, local repair, expanded opening-up or removal of the roof area from the array.
Reserve Roof Zones for Access and Future Work
The final module layout must leave a workable roof, not only a maximum panel count. On a tile roof, access planning also protects a covering that can be damaged by repeated traffic. Map the route used for survey, installation, inspection, cleaning, electrical service and future roof repair before fixing the array boundary.
Control at least these areas:
- roof edges and the means of access;
- ridges, hips, valleys and roof-to-wall interfaces;
- skylights, hatches, vents, chimneys, antennas and existing equipment;
- cable routes, electrical equipment and any approved penetrations;
- lifting and temporary material locations;
- fragile or restricted tiles and areas with no acceptable replacement stock;
- the path needed to inspect flashings, replace a tile or remove a module;
- fire-service and emergency access required by the jurisdiction.
OSHA’s solar fall guidance highlights roof edges, skylights and hatches, and it distinguishes construction from maintenance requirements in the United States. It also advises against carrying solar panels while climbing ladders. Use that source to recognize planning interfaces, not as a complete safety method. The employer’s site-specific plan and applicable local law control equipment, access, training and fall protection.
TRIA’s tile manual also warns that tile dust can contain crystalline silica and points users to applicable safety requirements. Any cutting or grinding method needs project-specific hazard controls. Do not add field cutting to a mounting detail as an informal adjustment.
Show restricted and usable areas on the same controlled plan as the mounting points. When access or a roofing repair changes the layout, return the revised geometry to the structural, wind, electrical and mounting reviews before work continues.
Issue the Tile-Roof Mounting Basis
The final decision asset is a Tile-Roof Mounting Basis. It combines the survey, disposition, design interfaces and first-point result without pretending that one party approved another party’s scope.

Issue the basis with a marked roof plan and a status for every evidence item: confirmed, accepted assumption, open or held. A price based on a held support route is not equivalent to a proposal based on a confirmed roof. Keep the assumption visible until the responsible party closes it.
The basis does not certify the roof or select a system. It makes the concealed and shared interfaces visible enough for qualified parties to complete their own design, roofing, safety and approval work.
