Read the Editorial PolicyA steel structure cost estimate is useful only when its purpose, design maturity, package boundary, quantity basis, market date and uncertainty are visible. A precise rate applied to an immature or mismatched scope can be less useful than a clearly bounded early estimate. Before using a number to retain a concept, authorize a budget or prepare a tender, define what that decision requires and test whether the estimate has enough evidence to support it. This guide provides a maturity-based method for that test. It does not provide a universal price, cost split, accuracy range or contingency. The next action is to issue a Steel Cost Basis Register and close every stop condition before advancing the estimate.
Authorize the Number Before You Calculate It
Start with the decision, not the rate. “What does the steel structure cost?” can mean at least four different tasks: screening a structural concept, seeking budget authorization, preparing a tender basis or controlling an awarded package. Each task needs a different level of definition. A number prepared for one task should not silently authorize the next.
AACE Recommended Practice 56R-08 applies estimate-classification principles to building and general construction. Its public text identifies maturity of project-definition deliverables as the primary characteristic of an estimate class; purpose and estimating method generally change as definition develops. That is a useful control boundary, not an automatic accuracy promise. The owner’s estimating procedure and accountable cost professional still govern classification and approval.
Use this project gate before calculating or accepting a total:

The labels are an editorial decision framework, not substitute AACE classes or contract terms. The release question is simple: does the available definition support the decision named in the first column? If not, add definition or reduce the authority of the estimate.
Frame the Cost Boundary
“Steel structure” is not a consistent package name. One estimate may cover fabricated primary steel at the workshop gate. Another may include detailing, secondary steel, corrosion protection, packing and freight. A third may include erection, temporary works and site quality records. Foundations, fire protection, decking, cladding supports, access systems, cranes, duties or taxes may sit inside or outside any of them.
Draw the boundary before applying a rate:
Use three boundaries, not one vague total:
- steel supply boundary: what the fabricator or supplier is expected to deliver;
- installed steelwork boundary: what is required to place, connect, align and release that steelwork on site; and
- total project boundary: adjacent work and owner costs needed for the completed facility.
Record every included, excluded and owner-supplied item against one boundary. If an item is unresolved, label it open scope; do not quietly classify it as zero. This prevents a workshop supply number from being compared with an installed frame budget or a total project benchmark.

Document a Basis Another Reviewer Can Rebuild
A basis of estimate is the explanation that makes a number reviewable. AACE Recommended Practice 34R-05 gives public guidance on documenting estimate purpose, scope, pricing basis, assumptions, exclusions and risk. Project terminology may differ, but the principle is transferable: another qualified reviewer should be able to understand what the estimate includes, how it was built and where it is uncertain.
Use a Steel Cost Basis Register rather than placing assumptions in scattered emails:

Keep base quantities and rates separate from allowances, escalation, contingency or management reserve according to the owner’s defined terminology. Do not use those terms interchangeably. A hidden allowance cannot repair an undefined scope, and more decimal places cannot compensate for missing design information.
Model Effort Instead of Multiplying Weight Alone
Steel mass matters, but it is not the complete cost model. The Australian Steel Institute’s steel-costing guidance explains that estimating can progress from early building or area benchmarks through structural-system and elemental approaches to fabricator quotations as design develops. It also warns, in its multi-level construction context, that reducing weight can be offset by more difficult fabrication or connections.
Original research by Barg, Flager and Fischer presents an early-design method for total installed steel-frame cost using material, fabrication and erection information derived from preliminary frame, member and connection definition. The research does not provide a transferable project rate. It supports the more limited conclusion that weight-only estimating misses work that can be modeled when better definition is available.
Build the estimate from measurable driver families:

A transparent calculation can be expressed without inventing rates:
estimate = sum of (defined quantity × current matching rate) + defined indirects + explicit uncertainty treatment
Every term needs a scope, source, unit, location, currency and date. The equation is an audit structure, not a prediction. As design matures, replace coarse proxies with measured quantities and current project inputs while retaining the superseded basis for comparison.

Test Options on Equal Performance and Scope
Value engineering is not “make the steel lighter.” A valid option comparison holds required performance and boundary constant, then measures every consequence of the change. Otherwise a lower structural quantity can simply move cost into connections, foundations, fire protection, temporary works, transport or schedule.
For each option, freeze the same:
- functional use, design life and project performance criteria;
- site, actions, combinations and serviceability requirements;
- fire, durability, robustness and inspection obligations;
- envelope, equipment, foundation and service interfaces;
- logistics, erection, access and programme constraints; and
- currency, basis date, commercial treatment and uncertainty convention.
Then record deltas by driver. A grid or span change may affect member mass, section availability, connection count, fabrication repetition, cladding support, foundation reactions, delivery length, crane demand and erection cycle. A material-grade change may affect member size but also supply route, welding, testing, substitution and lead-time exposure. These are questions for the responsible designers, cost professionals, fabricators and constructors—not automatic savings.
Keep three outputs for every option: changed quantities, changed rates or effort, and changed risk. Reject an option if its apparent saving depends on an unapproved performance reduction, omitted adjacent work or an unresolved construction method. Rebase Market, Currency and Change
An estimate has a market identity. State location, currency, tax and duty treatment, pricing date, quotation validity if applicable, procurement route and the time period the rates represent. A historical benchmark can remain useful after its number becomes stale if its scope and quantities are normalized and the update method is explicit. An undated “current rate” cannot be audited.
Do not hide several mechanisms inside one escalation factor. Separate, as the project requires:
- quantity change caused by design development;
- scope change caused by responsibility or package decisions;
- rate change caused by market, location, productivity or supplier conditions;
- currency translation and the rate/date convention used;
- schedule movement and the pricing period it shifts into; and
- risk change caused by closing or opening uncertainty.
When the estimate changes, issue a bridge from the prior approved version. Show the original basis, authorized scope and quantity movements, rate rebasing, uncertainty treatment and resulting total. Keep submitted supplier prices unchanged in their own records. Buyer-side normalization or currency conversion belongs in a separate evaluated view.
Design information also needs version control. A cost model built from superseded drawings is not repaired by a recent market rate. Release the Estimate with Stop Conditions
Release is an accountable decision, not a spreadsheet property. The estimator should state the estimate’s permitted use and limitations; structural and discipline owners should confirm the technical definition; procurement, logistics and construction owners should confirm their inputs; and the owner or EPC authority should accept the remaining uncertainty.
Use three statuses:
- release: purpose, boundary, definition, quantity/rate basis, uncertainty and approvals support the named decision;
- conditional use: the number may support a limited decision if named assumptions remain visible and actions have owners and due dates; or
- hold: a missing definition, scope interface, market basis or risk could change the decision materially.
Hold the estimate when a benchmark cannot be normalized, a structural option lacks equal performance, a major interface has no owner, quantities cannot be traced, rates lack location/date/scope, or uncertainty is disguised as precision. Do not advance a held number by renaming it “budget.”
Before tender, convert the basis register into an inquiry checklist and reconcile it with the issued design and responsibility documents. Before award, use actual bid clarifications and the live fabrication-cost comparison route. After award, tie the control budget to the contract baseline and authorized change process. The same cost record then becomes progressively more defined without erasing how earlier decisions were made.
